But, I haven't done the research, so I don't know for sure. But many European countries are far less likely to be corrupt BECAUSE many of them have A LOT of different political parties in power. Finland, for instance, has representation from 9 different political parties. There's a lot more accountability.

Sweden has representation from 7 political parties. Germany has 5. France has 12 (altho they've formed 4 coalitions). In systems like that you have a lot more debate, negotiation and compromise in legislation than a corrupt corporation controlled 2 party system like the States. I served as a Military Law Officer & I'm not surprised that many of the murders & rapes committed in Iraq by soldiers or civilian contractors go unpunished.
