He's saying download Sbsettings from cydia, then install BluetoothMono (Sbsetting addon). I've tried this and works well.

He is talking about how to use your mono bluetooth on skype because it normally needs a stereo headset. Then he goes on about Cydia and how you need a Jailbroken iPod.
