Basically, Yoshio Kojima is a pain in butt now but when this ad came out, he was still pretty popular. It just appears to be an ad by Japan Post Co. Ltd about creating a forest (Afforestation) and the fact that it's growing from Kojima's crotch adds a comic effect. The kid poking his crotch is meant to seem kinda funny. And Kojima is supposed to be some type of creature peaking the kids interest. A kid doing that in Japan is fun but taboo in the states.
