I think the writer wasn't referring to "Punk" as a musical genre, attitude or cultural movement. The definition of "punk" here refers to "an aggressive and violent young criminal".
I'm sure the writer meant the piece to be absurd and tongue-in-cheek. So it's all in good fun. :)
