there's nothing authoritarian about this measure, it's actually stipulated in the constitution (a law that was there before Chavez, but finally being practiced). keep in mind this is only being applied to individuals who were convicted of a crime while holding public office, or were being investigated for allegations of corruption/misuse of public funds. these are not permanent bans either, plenty of people have been cleared once they were fully investigated and found to be innocent.
