I worded my comment like that because what he said is in the Quran, but it does not give us permission to kill anyone we want based on nationality or religion, the blow to the enemy should always be struck to their army, not their civilians, even if that is what they do to us. We should never put ourselves on that level, for if we do we are not better than they are. So yes the Quran does not actually support what he is saying, but he did quote it right, but out of context.
