There's two factors that importantly drive the differences in music of Sonic CD.

In Japan, Sega's music crew enjoyed using Hip Hop and House beats for their games on the Sega CD, as well as authentic synth. Game No Kanzume is proof of that as well.

In the US, the soundtrack was highly influenced likely more through Sonic AM, the cartoon going through the US animation trend of including more "extreme and serious" themes to action and adventure based cartoons.

All goes to show what inspired ;3
