@ampthilluk Yes it is, but normally the Union Flag (Union Jack for the uneducated) which is the flag of the UK is treated as the 'de facto' flag of England instead of the Cross of St George. You don't see the Scots or Welsh waving the Union Flag as their national flag, why should the English? As for the comment from Rachel13098, that's just ignorance and probably the result of not paying attention in school.

@andykaystafford Nation is defined as a body of people who live in a particular territory that share a common culture and is governed by a body of its own. We certainly do have a body of people in a geographical territory and that is the region that we call England, but it is not a nation, nor a country because we are not governed by the English but the UK Parliament. It's the basis for the West Lothian question, and I hate to break it to you but I got an A* in political theory at school.
