Its just a glitch that occurs when you have ALOT of parts in a manner like that. For some reason halo 3 glitches and causes the parts to "move" and it looks like lights. I think its cuz of two things; 1. The amount of parts on the map 2. The amount of parts that are touching in cramped styles.

it's quite easy to make, just use the money glitch and overload the map with items, eventually they will start flashing.
