First thing I noticed was @ 146.380 is a negative shift and the radio should drop 600 KHz. Looks like 2 things. 1, you need to set the shift to negative shift, as this is transmitting on the output frequency. Also, check to see the PL tone is correct. once you have split enabled make sure you see VFO A on the screen it will be "148.350" when you transmitt it wil go to VFO B and you will see the freq change. when you listen it will go back to VFOA. congrats on the license, im 20 and have had my license since i was 16. Kenwood: The kenwood draws roughly 10 amps on transmitt, your power supply is not suppling enough current.
Icom: you need to set VFO A as the repeater output ( the freq the repeater directory lists) you need to set VFO B as the repeater offset. if the repeater is listed as 148.350 + the repeater input is 500 hz up so you set VFO B as 148.850. if it is listed as 148.350 then your input freq is 500hz down at 147.850. once the vfos are set you have to hit the button "SPL" which means split.
You need to have the proper offset and ctcss tone(pl) set in order to access your repeater. Look up the call sign on an online repeater freq website, and it should tell you what tone you need to access the repeater. Also , look up the Icom website, and find an operating manual and download it. It should be a pdf file . You can open the file with a pdf fear software like, FOXIT reader. And thirdly, that antenna needs a ground plane to work, for instance a car roof. If you have an old computer case, use that. With a repeater you need to set the following things to let them work properly. At first you must set the frequency offset, and then (if needed) the CTCSS (tone squelch). if you didn't set these 2 things, the reapeter won't work for you.
