I'll explain it. I hope you understand me, because my English isn't the best.

How you know, the goalie is not allowed to pick up the ball with his hands when his own player passed to him with his foot. Actually it really is allowed to use the head to pass it to the goalie (and he picks it up). But, and that's the point, only if it happens out of a situation in the match, for example when the ball already is in the air. When a player is trying to bypass the rule, the opponent gets a indirect fr.

@batistalift I dont know, remember when fifa restricted # steps of keepers with ball? everyone bypassed and it was OK they just changed the rules. If i were the coach I would say its a risk, let the keeper put it out w/ his feet. Therefore since its impractical the rule shouldn't be changed.

Since the ball came off his feet when he tackled Poland's forward, he used his head to pass it towards his goalkeeper. It is a foul for the keeper to handle the ball when a player has passed it from his feet, so Arshavin used his head instead.
