@zekdom Its not because of Smoker's strength. His jutte (his weapon) has seastone on the tip, so once it touches Luffy (a Devil-fruit user) with it, Luffy becomes paralyzed and loses his strength.

Also the ONLY thing keepig Luffy from kicking the crap out of Smoker by this scene, is the fact that he still didn't have Haki to touch him. In terms of strength/speed alone, he was already much superior.

In the manga, only Smoker said that Luffy had become stronger. Luffy didn't say anything. Which is not surprising, since in the manga, Smoker didn't fly or dodge or anything. He just (like always) let Luffy's attacks pass through his body (like he's always done on each of their encounters) and then pinned to the ground.
