Not only do we need to look at religious freedom in Tibet, but we also need to look at religious freedom within the Tibetan community in exile and look at what is happening to so many monks and lay practioners who are being ostracized from their own community by the Tibetan Govt in Exile because of their faith in Dorje Shugden. Until the minds of ALL Tibetans are freed, be they Kagyu, Nyingma, Sakyas or Gelugpas, there will never be a free Tibet.
