When you've backed a copper into claiming he is alarmed, harassed or distressed (not sure which, officer? forgot harassment requires a course of action and not a single incident?) by someone holding a camera, you've won.
If he's alarmed and distressed by someone filming him, he should not be in the job. If he's not doing his job properly, he should be reprimanded, and if filming helps prove this, he must accept it and not waste taxpayers' money/time.
