If you are not talking about things that can be counted, then don't use "fewer". You could say " I had fewer glasses of water today." Because you could count the glasses of water. It depends if we are referring just to numbers or actual items. 3 is less that 4 would be correct. However, 3 dollars is less than 4 dollars would not be correct.
