Because it was released in an era that was much diffferent than the era that Thriller was released in. Thriller was released in an environment that was much more innocent and creative. This was released in 1997, an era of gangsta rappers, movie remakes, and pretty much all the crap we see around now, it just wasn't quite as bad yet. This video ofcourse got some attention because Jackson's name was attached to it, but the culture was already past appreciating real substance.
