I love Noam Chomsky and I rarely disagree with anything he says but the Bush Administration is not self-deceived. They know damned well what they are doing and succeeded in what they wanted to do. If you believe Bush is actually the idiot he appears to be that's not very hard to believe. I mean he has no personal motivation for his actions, which made him one of the most hated presidents in history.
George Bush is not an idiot, he's a sociopath in my opinion. He is interested in power and oil. He doesnt care if he lied and maybe killed a million people. he was able to continue the war machine and take over the second largest oil supply in the world.

They say for example: "these rich people are hard working and big contributors to society, why should they be punished?" and stuff like helping the poor will only hurt them and other such things

Actually Chomsky was able to speak about as much as Robert Trivers. Also, I didn't notice any sign of Chomsky looking as though he was barely able to tolerate Trivers speaking. Overall, Chomsky and Trivers were pretty much on the same page.
