That's an E-Bow. It's basically an electromagnet that constantly vibrates the string, making it work similar to a bow. It has two modes- a normal mode where it reproduces the note you're playing, and a harmonic mode where it picks up on the nearest harmonic depending on where you hold it, so you can get notes one or two octaves higher than the one you're fretting. I'm using the harmonic mode in this video.
I love a lot of electronic music (Bjork is one of my biggest influences)- I'm just intimidated at getting into it as I'm no producer with a wall of synths and drum machines
