they need to learn to march at attention, stand straight up with your horns up or down (depending on what the band director says) NO SWINGING ARMS and the color guard should have stripped their flags. also marching in step helps and even spacing between the band during the shows there are some awkward gaps and band shouldn't stop between sets they should get there and immediately move to their next set they should wait there for a few seconds it just looks better.

It's used a lot when inclement weather is expected, or other such conditions, or perhaps to preserve the uniform for a competition the following day. Sometimes, marching bands also use alternate uniform as a sort of laid-back break from the all constrictive uniform.
