The fans on jet engines have kind of a transmission to control the RPMs between the different fans- and if I am not mistaken, they can be adjusted. Basically there are speed governors keeping the intake fans from having to many rpms.

The governors aren't for jets . . its for the windmill they're trying to build. If the windmill spins too fast you can have mechanical and voltage problems.
