He's the master of the Tower of London, where Anne was held prisoner.

Yes, as NatalieElizabeth24 says, it is Sir William Kingston. He is portrayed sympathetically in the series. He gives Anne as much respect as he can, tries to reassure her that her death will be quick and painless, and seems genuinely pained to be presiding over her execution. He was a good guy with a tough job.

Cranmer is the guy in purple in the next scene (2:16-2:20). He kneels down in the crowd when Anne does on the scaffold and the rest of the crowd follows his example and kneel down as well.
