He may be able to hit high notes but his voice is just not good for me. Yeah, I mean, he is not the greatest of all singers but he is not on par with the instruments. I think the Impellitteri singer (Rob Rock iirc) would be suited best for this. I'm more fan of the instrumentals as you also do, but some tracks with vocals do shine. But then again, of course there are many better vocalists than him any day. Keep rockin'!

I don't think you're wrong, I hear a bit of reverb too. Well, back in Paul's Racer X days, he was heavily influenced by a certain Malmsteen as well (ala Y.R.O on the Street Lethal Album), so it's no surprise he incorporated reverb and downed-1/2-step tunings on his songs.
