You have to complete the Daeva quest. Once you reach level 9, the system tells you taht you need to meet an npc. when you finish the job you earn your wings :)

actually, so far in the beta mobs were so hard to kill, testers actually complained about it.
This could be a high lvl char in a lowlvl area.
