Apparently, there's no Level "L" in the other building. Maybe it's for mechanical equipment that can't penetrate into the East Elevator Shaft.

These elevators must be in their 35th year of service, since these were installed in 1973.

Yes, it is an old Otis elevator, since that's what it said on the car station, and the door sill.
