To get it on the armour do the cop missions and to get it by health do the paramedic missions

You gotta do 12 levels in Paramedic and i think 30 in Vigilante if you want ot do Vigilante just get a Rhino shot or just run into the suspects. Hope you know more about it!

and one more thingDon't do Vigilante in cop cars or any other vehicle with less than 4 wheels.

yes, they are like ghosts because you fall right through them but can see them right? thats so it doesnt take up as much processor, dont have to render certain physics with them, and collisions are non existent. just eliminates alot of pointless work for the programmers :P
