Good theory, but I didn't think Craven's gun would be powerful enough to go through him and then into the other guy. A weapon capable of that is the .357 Magnum which Bodie used in The Pros.
It looks to me as if both Craven and Haggerty hit the MG man.

Still reckon Craven shot at the guy with the MG and the bullet went through him into the other guy because they seem to go down at the same time :)
