In the case of the Pontiac in this video, the whole blower setup is most likely a hollow dummy unit that fits over the carb and the intake manifold like the one they used on Mad Max's V8 Interceptor.

The Wraith, or "Coyote and Roadrunner" with cars. So the Interceptor is the roadrunner, and the Coyote is whomever races it. So like the cartoon, road runner goes "beep beep," speeds away, Coyote falls of cliff (or crashes), roadrunner goes "beep beep" again and drives off. ;) Still a LOT of fun to watch though and a great guilty pleasure to pop into the DVD player once in awhile. :D
