I'm originaly from Seattle and this was a skit from the Seatle based comedy troupe/series called ALMOST LIVE which ran in the 90's on the local NBC channel...late night of course.

They were way funnier than SNL which came right after them. Check out the Lame List on Youtube, and that was one of theirs' as well.
