And what your Google hits also say is that Bush turned down the loans TWO WEEKS before he left office. In other words, that means he had been working on it to the end, and he, in common with all administrations, didn't authorize spending money right before a new congress, leaving them to do it.

If they had thrown it out completely Obama would not have had the option to pass it, but they left it open for him to give the final ok. Happens all the time.

So Bush nixed that loan knowing that Obama would OK it just like he would have, so the GOP could blame Obama
