I'm sure its just a model, a Half life 2 Source Model can be inter-graded into any Source game. Witch means, in this case, He took a Half Life 2 NPC, and put it into Portal, and made a custom skin for the NPC to match the outfit the Test subjects use. =) Hope this helps.
