Looks intentional to me. Actually, I expected him to go on about how he should receive compensation due to the faulty chair! It's Butterfield after all, he's based after an injury compensation advertisement.

I hate to say it, but it looks like he deliberately shifted his chair backwards. Definitely faked, but this shouldn't really surprise anyone - it's a TV show.
His chair seems to move back because it jerks after one of the wheels fall off, you can even see it tilt forward a bit. Whether the wheel was purposefully messed with to come off for comic effect I dont know, but personally I think this was real

I had no idea that was Serafinowicz in make-up. Guy's freaking brilliant, it's a crime that he isn't more well known and loved. I think the initial chair stumble wasn't planned, but when it happened he just thought, "Fuck it," and decided to dive into it. Funny as hell either way.
@mckjerral Bob remarks that his chair is 'broken', and the chair doesn't just tip over, it appears to collapse. Earlier in the show, when Angelos does his rave thing, Bob dances next to Brian and Brian bobs up and down on his chair to the music. Peter Serafinowicz is a big guy, it's possible he weakened it.
