Even if there were a problem, it wouldn't be solved by this law as people would simply finish their drinks outside the station and still be drunk whilst on the underground. His first law doesn't even solve the non-existent problem.
You're right in that the legislation passed will not work. For one it would require London Underground to employ more staff, not to mention the fact that the unions will be telling their members not to put themselves at risk by confronting drinkers.
My point is...there was more than a dozen arrests, and loads of people being drunk and disorderly. We all love a good piss up on the tube, but you numbskulls totally proved his point and legitimised his actions.
