For the general election no signatures are required by the major party candidates, but in the primary stage a candidate in one of the major parties needs 2,000 signatures to be included on his party's ballot. After winning the nomination no signatures are required.

After Romenelli and the other new party candidates won their nominations, they were burdened with the 67,070 signature requirement.
Pennsylvania's constitution mandates "free and equal" elections. Evidently, 67,070 = 0.

Just to clarify, Democrats and Republicans need ZERO signatures to qualify for the general election ballot in Pennsylvania.
