A Thunderstorm-cell is defined by a Updraft AND a seperated downdraft with precipitattion. I can't identify a downdraft in that Video.
The existence of a mesocyclone (rotating updraft) is only one hint for a supercell. Its defined as a long living local area of deep convection with a mesocyclone. This video shows just a few seconds of the system.
There are supercells that are classified as "short lived" and "long lived" categories. I've heard of some tornado producing storms that last no longer than 30 minutes. doesnt happen often but it does, especially in areas where they are less frequent like the pacific northwest or southwest
It's a pity this video is too short. Very nice "pocket" supercell.

Definitely not a tornado, no contact with the ground. Just a very local area of convergence. Perfect LP supercell.

Lol, that's not a supercell..it looks more like a cumulonimbus tornado ha ha. No that is impressive but weird I've never seen a storm grow like that.
