The pilots may have forgot but it takes a dumb ass to not automatically put their seatbelt on when the plane is taxiing to take off. Too many people out there want to pass the buck for their dumb-ass stupidity.
My guess is the aircraft was refueling during boarding?
Seatbelt signs must be turned off during this process, if it was running late they could have ran through the checks on stand during fueling. Fairly easy thing to look over in that case.
@jspivak86 in case something happens during refueling. Wheelchair passengers also can't board the a/c while refueling as it'll be extremely hard to get them off the aircraft if something did happen.
Next time you see an aircraft boarding while the fuel truck is still there, you'll see either someone standing infront of the aircraft or connected to the flightdeck with a headset. This is to alert the crew should something happen ;).

@MrAirbuster57 absolutely nothing. BUT! should the pilot chose to reject his takeoff you go from say around 120kts to 20kts REEALLLY FAST... so the seatbelts help you not go flying into the seat in front of you, same reasons for landing you go from ~150kts to 20kts so yeah.

Not much... but seat belts are not for crashes. Seat belts will prevent you from smashing your nose in the seat in front of you if the pilot must reject takeoff. Also during turbulence, seat belts keep you from getting hurt.
@TennisChamp59 well you might know that planes have a very strong braking system and in case of keep rolling after runway is ended you can make a hard stop in a hole and the whole weight of your body would be shooted to the person in front of you and the back of the seats might not be able to keep you in that case because for example you are a 75kg person and you can kill the person in front of you or if by some reason a gear breaks you wont fall to the side of the gears broken

It's called an attention grabber. First of all, by the seat belt sign not being on, it means the pilots didn't go through their checklists carefully. I don't think the FAA would be happy about this. Obviously everyone had their seat belts on as instructed to do so in the safety video.

But not switching it, it is clear that the flight crew have skipped through parts of their check-lists! If they have forgotten to switch on a seatbelt sign, ask yourself what else they might have forgotten.

this situation definitely my not happen. It shows us (the passangers) that the pilots in the cockpit aren't concentrated enough or doesn't observe the pre take off checklist(s) which guarants a saftey flight!

He could have been busy checking weather and other priorities. You said it came on before takeoff which makes sence that he was simply busy.
