It seems to me the fishing boats were commercial fishermen. The Oceana resurch vessel "says" the fishermen were doing illegal activities. If so, when they first saw illegal activity why did they not just go on their way and report it...no they wanted to film and capitalize on it for their enviornmental agenda. I doubt the fishermen were illegal until Oceana provoked them, which is what the people on the Ocenana wanted. One stick of hercules would have given the Oceana do-gooders just deserts...
