(this is in Maya) Apply a surface shader, under the surface shader shading node (should be called surfaceShader1SG or something similar) expand the mental ray tab and enable contour rendering. You can set the wireframe width here as well. Open your render settings, switch to mental ray. Go to the Features tab and look for Contours and switch it on. Then under Property Difference, switch on "All poly faces". Render your frames out, blend it in AfterEffects. That's pretty much it.
