Yep, t wasn't whistle register. It was too strong and loud and a tone of whistle is a little bit different. But it doesn't mean that people can't whistle lower. My whistle register starts from B5/C6. Anyway, she hit that note in light head voice.

I still think that it's head voice. Whistle is more sharp, isn't so soft and it hasn't so full sound. Whistle is thin, but sharp. Maybe it's possible to mix head voice with whistle register- for example Christina Aguilera hasn't pure whistle register like Mariah, but she can hit very high notes.
