Goku and Cell were both extremely strong. I've actually been looking Goku and Cell look very close to super saiyan 2 if you look at their aura of energy. Ive noticed that at super saiyan there is just one constant flow of golden aura that goes from the feet to the head. But look at 2:26-2:28 both of their auras have another aura in it. Gohans aura did the same thing when he transformed but he got the electricity with his indicating a great change in strength.
