I think Frank Oz voiced the Tortoise. It sounds like the Tortoise in the original 1971 Tortoise and Hare segment. Jerry Nelson also voiced the hare in that skit, just as he did in this one.

& has anyone noticed that in some audience cheers from SS, they used the Riverbottom Nightmare Band cheers from Emmet Otter? You can hear Snake's "Yah-yeaaaah!" when they walk out of the music store somewhere between 1:16-1:22
I read the transcript of this sketch on the toughpigs website, and from what I read, the tortoise is played by Frank Oz, while the referee is played by Martin Robinson.
Maybe Marty Robinson did both the Tortoise and the Referee.
Also, in the original, the tortoise was made out of a green Anything Muppet (you can tell by the cone-shaped head). In this one, it's either a custom turtle puppet, or a Small Green Anything Muppet (like the Hot Pink AM used for Prairie Dawn, but green)
Didn't Robinson play the tortoise again in the Grover skit? It's the fast food restaurant (Grover/waiter) skit and when the customer wanted 'slow food' the tortoise comes and said "Be with you in a moment sir'.

I don't want to get into politics but when you listen to that tortoise carefully, you can hear Martin. But I don't know who the referee is though.
