Stockton may not be as "hip" as the Bay, and there's a dearth of jobs and a high unemployment rate, but it's not THAT bad a place to live. Some areas in central Stockton have a great deal of small-town "Main Street USA" type charm, super cute houses & shops. I'm told there's an "element" -- gangs and violence and of course, drugs -- but nothing you won't find 100x more in any big city. Hello--Oakland? Honestly this is NOT the worst place I've ever lived -- Martinsburg WV was way worse.
^ to clarify, when I say "I'm told" I mean just that. I personally have not encountered it other than seeing "tags" (gang graffiti) here and there.
As for the other two on the list -- I don't know about Memphis, but I've visited Cleveland and found it truly bleak, dull and depressing. I have been in Stockton for 1 year and I think it has tremendous potential. Seriously, I've visited and lived in places FAR worse.

Stockton Unified has 47 elementary and high schools. I taught at each of them. St. Mary's is an exceptional school and happens to be private. I was speaking about the public schools in Stockton. Believe me, I have done my job as a teacher, but a certain mental aptitude, obedience, and discipline is required from a student. If they fail or disregard these requirements, then the system blames the teacher.

Not everyone is illiterate, but a good majority are. I'll cite an example: I taught a remedial History lesson at Edison High. I can assure you that every student in the class failed the final exam. They show little or no effort. They don't even try and they mostly wanted to screw off. They didn't care whether they failed or not. I could literally wite a book on my experiences with Stockton Unified. Trust me, I've been around. Most of these kids either come from single parent homes.

She worked hard to make sure we had a place to live and food and most importantly love and support. She also made sure I went to school and avoided any pitfalls. I went on to finish high school on the east cost, then went on to college and grad school and 25 years of working in the corporate world. Never dropped out of school or got arrested. It is possible.

With the proper boat, you can go anywhere in the world. The "some type of canal" he showed is the San Joaquin River, or as locals call it, "The Stockton Deep Water Channel" with about 30-45' depth and is used by ocean cargo liners coming into the Port of Stockton.
