If you're going to level to 7 on the scout before changing over you probably should just go all the way to 8 and get the third Implant for free. Level 13 in Sentinel doesn't really give you much (just a single force power, no BAB or Saves even) while level 8 in scout gives alot (the implant feat, +1 to BAB and +1 to all your saves).
