No but Nami x Luffy is partially canon. Oda has stuck in a few scenes where Nami has shown hints of feeling stronger than platonic feelings. But Luffy is (At least in the manga.) Potrayed as still being too young mentally for anything like that. At the very most they are best best friends. Which is an awesome start considering how short a time they've known each other.
