I really don't feel bad for the fish at all. Quite frankly its food, and it died alot quicker than it would have if something in the ocean had gotten ahold of it, not to mention, if a predetor does try to eat it, it will get a mouthful of spikes, and if that fails, the predator ends up dieing an agonizing death due to the poison. Truth be told, fish are food, eat it or don't but shut up about their "rights" and let the rest of us enjoy it.

I don't know if I'm correct, but fugu is prepared when the Puffer fish is paralyzed, still alive, but frozen in a way which doesn't allow the fish to spread its toxin into the body. In this case, I think the Puffer was still alive when the chef chopped the head off. I wouldn't attempt at eating fugu either way.
