Chicago carriage horse drivers routinely neglect their horses.

They break laws constantly! They park in areas that are not for carriages, they cover their fares/fees, they run red lights to get passengers, they leave their horses unattended and not tethered, they bring the horses out in weather below 15 degrees and over 90, and I have never seen them water the horses.

i saw those carriage up til 2003 and they were rolling death traps. harnesses used to snap in half left and right and then rigged with bailing twine. surprised no one got killed in one of those rigs.

Yep. There were some unsafe eq problems. Sampson didn't really have anyone employed who could 'fix' carriages. I remember broken kingpins, wheels falling off due to bad bearings that were ignored. Etc etc. And I've got a few things to say about broken harnesses...
