No, the dead guy in the sewer was Frank Barritt, Cassie's BIOLOGICAL father. Frank wanted to see Cassie, but Nick and Sharon wouldn't let him and wouldn't tell Cassie who he was. Cameron lived, murdered Frank, and switched their clothes. In the sewer, the body's(wearing Cameron's clothes) face was too decomposed to tell. Cameron wanted Sharon to think it was his body. When it was discovered the body was Frank's, Sharon became the #1 suspect of Frank's murder, which is what Cameron had planned.
