This is not true, it is not slightly tilted.

The first stage of the polarizer is a linear filter which filters out light that is linearly polarized in a specific direction. The second stage, for technical reasons related to the auto sensors within the camera, then circularly polarizes the light before it enters the camera.

I really dont mean to be rude, but this video should be called "what a polarizing filter does" not how to use one. You didn't explain any aspect of how to actually use one, foe example, that you may have to manually adjust white balance or exposure compensate to compensate for the filter. This video was informative but not on how to actually "use" the filter.
