No, the rain was not radio active. Hawkins brought out maps of the fallout area - and he (they) selected Jericho as a safe area - away from the fallout zones.

The rainstorm was not - they just thought at the time that it might be. When they all came out of the shelters they had a geiger counter out, just after the rain, with everything still wet? If it had been, they would have been contaminating themselves.
