The problem here is taxation and regulations. Russia just need to promote small/medium business and cut taxes to to lower and middle classes as much as they possible can. With that jobs can be created, people can be hired and foreigners will even want to migrate.
An example to this is with Russia already cutting taxes on tourist to boost it.
In France, there is a policy to subsidize children. Let me explain: You have 1 children no bonus, you have 2 children you get a nice bonus. Max is 8 children, you wont get more bonus after that to avoid exploitation of the system. Why doesnt Russia do the same?
