after further review, the call is confirmed as not a travel. the players left foot was down prior to gaining complete control of the ball. Therefore it does not count as a step. the player gained control of the ball, took two steps which is allowed. the washington wizards will be charged with their first timeout

3 steps, this isn't a common rule. But in the NBA when you're like all alone or with a team mate or two on one side of the court the NBA allows players to take up to 3 steps in order to attempt a flashy dunk for entertainment purposes. So technically that is not a travel.

If you look closely the play at full speed or in slow motion you can see that what you count as 1st step isnt a step because he doesnt have the ball in his hands yet. If a player travels with someone guarding him (even LeBron - I'm a Cavs fan, I watch almost every game, and trust me, it gets called on him), it will be called. When a player has a breakaway dunk with no one within 20 feet, the refs aren't going to care. Again, the "star power" element comes into play. People wanna see flashy dunks that require one or two additional gather steps, not middle school lay-ups.
